Probity Services

The Probity Services arm of CFPS delivers a range of technical verification and assurance activities to the Health and Social Care Board in relation to Family Practitioner Service (FPS) expenditure each year.

Following the realignment of legacy Board functions this work is now delivered from two hubs. One hub is based in the western area (Derry/Londonderry) and the other in the southern area (Armagh).

The main role of the Probity team is to gain an assurance that the claims for payment being submitted by FPS contractors are proper and in accordance with the relevant Statement of Fees and Entitlements/Allowances.

To gain an assurance on the expenditure the Probity teams carry out a range of verification checks on claims submitted for payment by each of the four FPS contractors (i.e. GP Practice, Ophthalmic, Dental and Pharmaceutical). These verification checks can include one or more of the following:

  • post payment verification visit to the practice/premises
  • checking clinics
  • contact with patients
  • practice records review
  • writing to contractor

Where concerns are raised from Probity checks, outcomes may result in one or more of the following actions being taken:

  • financial recovey
  • referral to Regional Professional Panel
  • issue of remedial notice
  • civil proceedings instigated
  • referral to professional body
  • referral to Counter Fraud Investigation Team

It should be noted that the vast majority of contractors checked do not result in any major concerns being raised.
